The president of the Generalitat, Ximo Puig, has announced the decision to request the Superior Court of Justice of the Comunitat Valenciana (TSJCV) the implementation of the mandatory COVID passport to enter the interior of hotel and restaurant establishments with a capacity greater than 50 people and also in leisure and entertainment venues and spaces for recreational and chance activities with a restaurant service with the same type of capacity, as well as to visit hospitals and public and private residences.

In addition, as explained, this passport will also be required for events, celebrations and music festivals, indoors and outdoors, when it is not feasible to use the mask at all times.

Ximo Puig has appeared, together with the Minister of Health and Public Health, Ana Barceló, after the meeting of the Interdepartmental Table for Prevention and Action against COVID-19, in which this measure has been agreed, and has expressed his confidence in which it receives the validation of the TSJCV, because, as it has argued, it is "proportional, necessary and urgent" and its objective is to "protect the health of the population and guarantee the most fundamental right of all: the right to life."

Puig added that, with the introduction of the COVID passport, it seeks to "generate safer spaces" and "convince and encourage" unvaccinated people "to take the responsible and sensible step that 9 out of 10 Valencians have already taken" . "Freedom has limits. There is no right to infect others. There is no freedom to saturate hospitals," he emphasized.

The passport may be accredited with the complete vaccination, a negative PCR in the last 72 hours, an antigen test in the last 48 hours or the overcoming of the disease in the last 6 months And, if the Supreme Court authorizes this request, it will take effect the day after its publication in the Official Gazette of the Generalitat Valenciana and it will be in force for a period of 30 calendar days, with the intention of covering the Christmas and New Year holidays.



Identification poster and sanctioning regime

At the entrance of the aforementioned premises there will be an identification poster about the need for a COVID passport and people who wish to access them will have to present the certificate -on paper or on their mobile-, along with their ID or document proving their identity. The data will not be kept nor will files be generated with them.

Failure to comply with this obligation will be subject to the specific sanctioning regime of protection measures against COVID-19 that will be approved soon through a decree-law, as explained by the president, who has requested the collaboration of the state police forces. and premises for the control of these measures and it has advanced that a meeting of the Security Board will be convened for this purpose as soon as the ratification by the TSJCV is obtained.

Vaccination with third dose

The president has stressed, on the other hand, that more than half a million extra doses have already been administered so far for the protection of the most vulnerable people against COVID-19, and has advanced that soon it will begin to vaccinate with the third dose the new population groups approved this week by the Ministry of Health: health personnel, social health personnel and people over 60 years of age.

As the person in charge of the Consell explained, the evolution of contagions has skyrocketed in Europe, with countries in which there are again confinements, restrictive measures and hospital saturation, a scenario that is not that of the Valencian Community, thanks to the "exemplary" response given by the public, respecting the restrictions and accepting vaccination, an aspect that has made Valencian one of the regions with the highest immunization rate, with 92.6% of the population already protected, 20 points above Austria and 15 points more than Germany.

In this sense, the president recalled that, if in the worst moments of the pandemic, there were 4,800 people hospitalised in the Valencian Community, now the figure is 13 times lower, in the same way that the figure of people admitted to the ICU, going from 670 to 57.

Even with this, the current scenario allows us to verify that the pandemic has not ended and that dates are approaching that favor the transmission of the virus, which forces us to "react", taking into account that "the vaccine is very effective against hospitalization and mortality ". In this regard, he recalled that, according to data from the Community, an unvaccinated person has 20 times the risk of entering the ICU than a vaccinated person, and has stressed that studies show that the transmission of COVID "is a lot higher among unvaccinated people.
